New Yorkers have long been cut off from most of Manhattan’s East River waterfront because the wide FDR Drive highway runs along it, in some places elevated and elsewhere at grade. Heading north from the southern tip of the island, the roadway emerges from the tunnel that circles the Battery, rises into an elevated structure that continues for almost 2 miles, then becomes at- or slightly below grade until it reaches the Triborough Bridge, where it merges into Harlem River Drive. Along its 9½-mile length, FDR Drive runs close to the water’s edge except at a few locations, creating a major barrier between the water and adjacent neighborhoods.
